Hon’ble Governor of Punjab and Administrator, UT Chandigarh, Sh. VP Singh Badnore today presided over War Room meeting. The meeting was attended by Sh. Manoj Parida, Adviser to the Administrator & Sh. Sanjay Beniwal, Director General of Police at Punjab Raj Bhawan. Sh. Arun Kumar Gupta, Principal Secretary Home, Sh. KK Yadav, Commissioner, Municipal Corporation, Sh. Mandip Singh Brar, Deputy Commissioner, UT & Deputy Commissioners of Mohali & Panchkula, Dr. GD Puri of PGIMER, Director Principal, GMCH & Director Health Services, GMSH-16 attended through Video Conferencing.

WAR ROOM DIRECTIONS

1. Dr. GD Puri of PGIMER stated that they have tested 17,000 covid samples, out of which 1,900 were found positive. The positivity rate was 11.2%. He also stated that PGIMER has admitted 170 positive covid patients so far, out of which 50% belong to Punjab, 25% to Chandigarh and remaining to other states.

Dr. Jasbinder Kaur, Director Principal, GMCH-32 stated that they have tested 11,556 covid samples, out of which 777 were found positive with the positivity rate of 6.7%. She also stated that they have operationalized Sector 48 Hospital to accommodate covid patients. She also mentioned that Sood Dharamshala will be opened tomorrow to take care of mild cases of covid patients. She mentioned that many patients, who can be easily treated in various districts’ hospitals of Punjab and Haryana are unnecessarily travelling to Chandigarh and crowding the hospitals’ beds.

Dr. Amandeep Kang, Director Health Services stated that they have conducted 31,394 covid tests so far and found the positivity rate of 12.7%. In the month of March, 2021, the positivity rate was 9.1% and the fatality rate was 0.5%. She mentioned that recovery rate was 87.3%. She also mentioned that 94,411 vaccines have been administered till date, out of which 60% of frontline workers and 54% of health workers have been vaccinated so far. She mentioned that 55 centres are being operated for giving vaccine, out of which 35 are government run and 20 private.

2. Deputy Commissioner, Panchkula stated that they have 1,044 active cases. Deputy Commissioner, Mohali stated that they have 3,814 active cases and Deputy Commissioner, UT, Chandigarh stated that they have 3,062 active cases.

3. Sh. Arun Kumar Gupta, Principal Secretary Health stated that there are 75 micro-containment zones in the city. The Call Centres, which were earlier operating in Chandigarh Housing Board will be activated again to take care of patients under home isolation.

4. Sh. KK Yadav, Commissioner, Municipal Corporation stated that 52 teams have been constituted to conduct sanitation operation in various parts of the city. He also mentioned that contact tracing of 15 persons of each positive case is being done.

5. Sh. Mandip Brar, Deputy Commissioner, UT, Chandigarh stated that 28 new micro-containment zones have been notified and challaning has been intensified to ensure covid appropriate beahviour.

6. Hon’ble Governor of Punjab and Administrator, UT, Chandigarh expressed serious concern about the rising number of covid cases. He appealed to the Market Associations to ensure that the staff engaged by them are tested and vaccinated. He mentioned that this should not be a problem for them since both testing and vaccination, as the same is being done free-of-cost in the government run centres.

7. The Administrator appealed to the citizens to take advantage of the facility being provided by the Health Department to all residents above 45 years of age to get themselves vaccinated. He also mentioned that walk-in facility has been provided in Sector 16 Hospital & three Civil Hospitals in Sector 22, 45 and Manimajra, where any resident can walk-in and get himself tested free of cost.

8. Keeping in view the rapid increase in the number of covid cases, a decision was taken in the War Room to enforce night curfew from 10:00 PM to 05:00 AM everyday. No gatherings, parties, non-essential activities etc. will be allowed during the period. The restaurants will also be required to close by 10:00 PM. The night curfew will be reviewed in case situation improves.

The Administrator directed the police authorities to ensure strict implementation of night curfew.

9. The Hon’ble Administrator also mentioned that stricter measures like weekend curfew, closure of Apni Mandis and other crowded places will be considered, unless the people abide by the guidelines regarding covid appropriate behavior.

10. The Administrator directed hospitals’ authorities to ensure that all the health workers get themselves vaccinated at the earliest. The Administration may consider withdrawal of priority to health workers and municipal workers. Hence, they need to avail the existing priority vaccination facility within a week.

11. The Hon’ble Governor directed all eligible government employees to take vaccine and act as a role model to other citizens. He also directed the residents to avoid non-essential travel outside the city, keeping in view the higher rate of infection spreading all over the country.
