Environmental Management of Dairies/Gaushalas

A review meeting of the Joint Committee (constituted as per the directions of Hon’ble NGT in Execution Application No. 24/2021 in O.A No. 989/2019) was held on 19.05.2022 under the chairmanship of The Director, Environment to work out the functioning of dairies/gaushalas and management of liquid and solid waste.
In the meeting, Officers from Chandigarh Pollution Control Committee, Department of Environment, Municipal Corporation, Chandigarh, Deputy Commissioner Office, Engineering Department, Chandigarh Administration, Department of Animal Husbandry and Department of Health discussed the guidelines of CPCB with respect to solid/liquid waste management in dairies/gaushalas.
After discussion following decisions were taken:
1. All Dairy Farms and Gaushalas Operators shall obtain Consent to Establish /Consent to Operate under Water Act, 1974 as well as Air Act, 1981 from CPCC.
2. All Dairies and Gaushalas Operators shall register with Municipal Corporation, Chandigarh.
3. No new dairy/ gaushala shall establish without consent from CPCC and registration from Municipal Corporation, Chandigarh.
4. All Dairies and Gaushalas Operators shall follow the “Guidelines for Environmental Management of Dairy Farms and Gaushalas” issued by CPCB
5. Workshops will be organized in order to aware the dairy/gaushala operators w.r.t proper treatment of solid/liquid waste.
6. No dairies/gaushalas shall dispose the solid/liquid waste directly into any water body.
7. Dairy premises and its surrounding areas should be properly sanitized and disinfected, e.g. by sprinkling crushed lime, regularly.
8. Dairies and gaushalas should collect dung from the floor of the shed at regular interval, so as to keep the floor clean.

10. The solid wastes should be collected & stored properly for its treatment.
11. Dairies and gaushalas should dispose the domestic hazardous/Biomedical wastes (vaccines, vails, medicines, syringes, etc.) as per the provisions of Solid Waste Management Rules, 2016 and Bio medical waste management rules, 2016.
12. Dairies and gaushalas should ensure that the wastewater does not percolate through ground and pollutes the groundwater. The flooring of the shed should be properly paved (impervious) with a wastewater collection system. However, the floor should not be slippery in order to ensure safety of animals.
13. Dairy farms and gaushalas should follow good housekeeping practices like maintaining proper sanitary conditions, protecting dung from unwanted pests/insects in order to minimize odour nuisance
14. The floor, feeding, water and air spaces available for each animal should be adequate for standing, resting, loafing, movement, feeding, watering and ventilation. The space requirements should be provided as per the standards prescribed by the Bureau of Indian Standards (BIS) (BIS 12237:1987 & 11799:2005).
