हरियाणा प्रदेश कांग्रेस कमेटी ने आज हरियाणा के राज्यपाल को महामहिम राष्टपति के लिए एक ज्ञापन सौंपा जिसमें मोदी सरकार के तीन काले कानूनों की निन्दा की गई है।

भारतीय राष्ट्रीय कांग्रेस की अध्यक्ष श्रीमती सोनिया गांधी व पूर्व अध्यक्ष श्री राहुल गांधी के निर्देशानुसार हरियाणा प्रदेश कांग्रेस कमेटी ने आज हरियाणा के राज्यपाल को महामहिम राष्टपति के लिए एक ज्ञापन सौंपा जिसमें मोदी सरकार के तीन काले कानूनों की निन्दा की गई है। ज्ञापन में मांग की गई है कि महामहिम अपने पद की गरिमा के प्रभाव से भाजपा सरकार को कृषि विरोधी काले कानूनों को निरस्त करने के लिए कार्यवाही करें क्योंकि इन काले कानूनों के कारण किसान, श्रमिक तथा आढ़ती बर्बाद हो जायेंगे। ज्ञापन में यह कहा गया है कि कृषि उपज के क्रय-विक्रय के लिए मंडी व्यवस्था को समाप्त करने से कृषि उपज का व्यापार बिल्कुल नष्ट हो जायेगा और देश के लिए इसके परिणाम भयावह होंगे। ज्ञापन देने वाले प्रदेश कांग्रेस के प्रतिनिधिमंडल में हरियाणा में पार्टी मामलों के प्रभारी श्री विवेक बंसल, प्रदेश कांग्रेस अध्यक्ष कुमारी सैलजा, पूर्व मुख्यमंत्री तथा विपक्ष के नेता चौ. भूपेन्द्र सिंह हुड्डा, विधायक श्रीमती किरण चौधरी, अखिल भारतीय कांग्रेस कमेटी के सचिव श्री वीरेन्द्र राठौर, पूर्व मंत्री कैप्टन अजय सिंह यादव, विधायक श्रीमती शैली चौधरी, पूर्व मुख्य संसदीय सचिव तथा प्रदेश कांग्रेस अध्यक्ष के राजनैतिक सचिव चौ. रामकिशन गुज्जर शामिल थे।

ज्ञापन देने के बाद श्री विवेक बंसल, कुमारी सैलजा और चौ. भूपेन्द्र सिंह हुड्डा ने मीडिया को बताया कि राज्यपाल ने उनकी बात ध्यान से सुनी। श्री बंसल ने कहा कि कांग्रेस पार्टी तीन काले कानूनों को रद्द करने की मांग पर जोर देती रहेगी। कुमारी सैलजा ने कहा कि अब पार्टी 02 अक्तूबर को किसान मजदूर बचाओ सम्मेलन का आयोजन करेगी। चौ. भूपेन्द्र सिंह हुड्डा ने कहा कि इन तीन काले कानूनों से किसानों, मजदूरों और आढ़तियों की रोजी-रोटी छिन जायेगी। उन्होंने कहा कि वर्तमान समस्या का समाधान यही है कि मोदी सरकार किसानों को न्यूनतम समर्थन मूल्य सुनिश्चित करने के लिए कानूनी व्यवस्था करे।

ज्ञापन देने के लिए राज भवन की ओर प्रस्थान करने से पूर्व प्रदेश कांग्रेस कार्यालय में हरियाणा में पार्टी मामलों के प्रभारी श्री विवेक बंसल की उपस्थिति में प्रदेश कांग्रेस अध्यक्ष कुमारी सैलजा की अध्यक्षता में एक बैठक का आयोजन किया।

बैठक के बाद श्री विवेक बंसल और कुमारी सैलजा के नेतृत्व में सैंकड़ों पार्टी नेता और कार्यकत्र्ता राज भवन की ओर पैदल मार्च करने लगे तो थोड़ी दूर ही चंडीगढ़ पुलिस ने उनको रोक लिया और केवल कुछ नेताओं को ही राज भवन की ओर जाने दिया। पुलिस द्वारा रोके जाने का जब कांग्रेस नेताओं और कार्यकत्र्ताओं विरोध किया और नारे लगाने शुरू किए तो उन्हें हिरासत कर लिया गया।

बैठक को संबोधित करते हुए श्री विवेक बंसल ने पार्टी नेताओं और कार्यकत्र्ताओं से आह्वान किया कि वे एकजुट होकर श्रीमती सोनिया गांधी और श्री राहुल गांधी के दिशा-निर्देशानुसार मोदी सरकार के तीन काले कानूनों के विरूद्ध जोरदार रोष व्यक्त करें। उन्होंने कहा कि भाजपा ने ये तीनों काले कानून संविधान की सभी मर्यादाओं को ताक पर रखख् कर धोखाधड़ी से संसद में पास करवाये हैं और अब ये जबरदस्ती लोगों पर थोपे जा रहे हैं। श्री बंसल ने कहा कि हरियाणा प्रदेश कांग्रेस कमेटी द्वारा 02 अक्तूबर, 2020 को राष्ट्रपिता महात्मा गांधी और पूर्व प्रधानमंत्री स्वर्गीय श्री लालबहादुर शास्त्री के जन्मदिन पर हरियाणा के समस्त विधान सभा क्षेत्रों तथा जिला मुख्यालयों पर किसान सम्मेलन आयोजित किए जायेंगे। उन्होंने जोर देकर कहा कि पार्टी सांसद, विधायक तथा अन्य वरिष्ठ नेता इन सम्मेलनों अपने-अपने क्षेत्रों में अवश्य नेतृत्व करें। उन्होंने कहा कि 02 अक्तूबर से 31 अक्तूबर तक पार्टी नेता तथा कार्यकत्र्ता इन काले कानूनों के विरोध में किसानों तथा अन्य वर्गों के लोगों से हस्ताक्षर एकत्र करेंगे और हस्ताक्षरों के ये दस्तावेज अखिल भारतीय कांग्रेस कमेटी को भेजे जायेंगे।

इस अवसर पर बोलते हुए कुमारी सैलजा ने कहा कि कांग्रेस पार्टी ने मोदी सरकार का ये काले कानून लाने से प्रारंभ से ही विरोध किया है। कांग्रेस पार्टी ने ये तीन काले अध्यादेश जारी करने, राज्य सभा में में धोखाधड़ी से पास करवाने और बाद में राष्ट्रपति द्वारा इन पर हस्ताक्षर करने के समय डटकर विरोध किया था परंतु मोदी सरकार ने इन काले कानूनों को जबरदस्ती लागू कर दिया। उन्होंने कहा कि न्यूनतम समर्थन मूल्य किसानों, मजदूरों और आढ़तियों के लिए अत्यावश्यक है परंतु भारतीय जनता पार्टी की सरकार धक्के से कृषि मंडी उपज कानून समाप्त करने पर तुली हुई है। उन्होंने कहा कि बिहार में इस कानून की समाप्ति से जो तबाही हुई है उसके कारण वहां के किसान अपने ही खेतों में बंधुआ मजदूर बन कर रह गए हैं और उनमें से बहुत से किसान दूसरे राज्यों में रोजगार के लिए पलायन कर गए हैं। कुमारी सैलजा ने जोर देकर कहा कि पार्टी मोदी सरकार की किसानों के विरूद्ध की जा रही ज्यादतियों के खिलाफ डटकर लड़ती रहेगी। उन्होंने कहा कि कृषि उपज के वाजिब मूल्य सुनिश्चित करने के लिए मंडी कानून बनाने की विधि श्रीमती इंदिरा गांधी के समय हुई थी जिसे बाद में कांग्रेस सरकारों ने आगे बढ़ाया था और अब श्रीमती सोनिया गांधी और श्री राहुल गांधी इसकि जोरदार पक्षधर हैं। कुमारी सैलजा ने कहा कि हरियाणा प्रदेश कांग्रेस अपने नेताओं की इस धारणा को कार्यन्वित करने के लिए पूरी लगन से काम करेगी।

बैठक को विधायक श्रीमती किरण चौधरी, पूर्व मंत्री कैप्टन अजय सिंह यादव, अखिल भारतीय कांग्रेस कमेटी के सचिव श्री वीरेन्द्र राठौर, विधायक श्री वरूण मुलाना, पूर्व सांसद श्री सुशील इंदौरा , पूर्व मंत्री श्री सुभाष बत्रा, पूर्व विधायक श्री आनंद सिंह डांगी व श्री बंता राम बाल्मीकि और पिछले विधान सभा चुनावों में पार्टी उम्मीदवार सरदार तरलोचन सिंह ने भी संबोधित किया।

बैठक में शहीद-ए-आज़म भगत सिंह को आज उनके जन्मदिन के अवसर पर श्रद्धापूर्वक याद किया।

नारे लगा रहे नेताओं और कार्यकत्र्ताओं को पुलिस ने हिरासत में ले लिया और सैक्टर 17 स्थित थाने में ले गए। बाद में श्री विवेक बंसल, कुमारी सैलजा और चौ. रामकिशन गुज्जर सैक्टर 17 थाने गए और गरिफ्तार किए गए नेताओं और कार्यकत्र्ताओं से मुलाकात की और उन्हें रिहा करवाया। श्री विवेक बंसल व कुमारी सैलजा ने थाने में पार्टी कार्यकत्र्ताओं को संबोधित करते हुए कहा कि आप इसी तरह किसानों के लिए डटे रहें और जब तक भाजपा सरकार इन किसान विरोधी कानूनों को रद्द नहीं कर देती तब तक किसानों के हक अपनी आवाज उठाते रहें, इसके लिए चाहे सरकार आप पर लाठियां बरसाये या हिरासत में डाले। हिरासत में लिए गए कांग्रेस कार्यकत्र्ताओं ने थाने में ही मोदी सरकार के विरूद्ध नारे लगाये और अपने नेताओं को आश्वासन दिया कि वे भाजपा की तानाशाह सरकार से डरने वाले नहीं हैं और पार्टी के दिशानिर्देश पर हर कुर्बानी के लिए तैयार हैं।

The Haryana Pradesh Congress Committee on the directions of Smt. Sonia Gandhi Ji, Hon’ble President of Indian National Congress and Shri Rahul Gandhi Ji, former President of INC, submitted a Memorandum to the Governor of Haryana for the President of India condemning the three black Acts of Modi Government. The delegation which presented the Memorandum to the Governor comprised of Shri Vivek Bansal, Incharge, Party Affairs in Haryana, Kumari Selja, President, Haryana Pradesh Congress Committee, Ch. Bhupinder Singh Hooda, former Chief Minister and Leader of Haryana CLP, Smt. Kiran Chaudhary, MLA, Shri Virender Rathore, Secretary, AICC, Capt. Ajay Singh Yadav, former Minister° Smt. Shailly Chaudhary, MLA, and Ch. Ram Kishan Gujjar, former CPS and Political Secretary to the President of Haryana PCC. The Memorandum has demanded that the Hon’ble Presidents should use its good offices to undo the three black Acts which are endangering the existence of the farmers, labour & arhtias. The Memorandum says that by dismantling the APMC this whole system of the sale and purchase of agricultural commodities will be shattered and will result in disastrous situation in the country.

After submitting the Memorandum Shri Vivek Bansal, Kumari Selja and Ch. Bhupinder Singh Hooda brief the media that the Governor listened to the deputation keenly. Shri Bansal said that the Congress Party will continue to demand the repeal these black Acts. Kumari Selja said that now the Party rank and file will concentrate to organize “Kisan-Mazdoor Bachao Sammelan” on October 02. Ch. Bhupinder Singh Hooda said that these black Acts will snatch the livelihood of the farmers, labour and arhtias. He said that only solution to the present situation is that the Modi Government should bring an other provision for assuring payment of MSP to the farmers.

Before proceeding to Haryana Raj Bhawan to present the Memorandum to the Governor of Haryana a meeting was held in the office of Haryana Pradesh Congress Committee in the presence of Shri Vivek Bansal, presided over by Kumari Selja.

After the meeting the procession led by Kumari Selja, President, Haryana Pradesh Congress Committee alongwith Shri Vivek Bansal, Incharge, Party Affairs in Haryana was halted by the Chandigarh police at a short distance from Haryana Pradesh Congress office and only a limited number of leaders were allowed to proceed to Raj Bhawan due to Covid-19 restrictions to present the Memorandum to the Governor of Haryana. A number of Party leaders and workers were rounded up by the police and were taken to Police Station, Sector 17, Chandigarh. Later on Shri Vivek Bansal and Kumari Selja went to Sector 17 Police and got the retained Party leaders and workers released.

Addressing the meeting, Shri Vivek Bansal exhorted the Party rank and file to stand as one man to implement the directions of Smt. Sonia Gandhi Ji and Shri Rahul Gandhi Ji to lodge a strong protest against the three black Acts. He said that the BJP passed these black Acts treacherously and violating all the Constitutional norms and is forcing on the people of the country. He said that the Haryana Pradesh Congress Committee will organize Kisan Sammelans at all the Vidhan Sabha and district headquarters on October 02, 2020, the birthday of Rashtrapita Mahatma Gandhi and former Prime Minister late Shri Lal Bahadur Shastri. These sammelans will be organized by Party MLAs, M.P., and senior leaders of the party in their respective areas, he said. He also said that from October 02 to October 31, Party rank and file will collect signature of farmers and other cross sections of people condemning the black Acts. The signature document will be submitted to the AICC.

Speaking on the occasion, Kumari Selja said that the Congress Party has been opposing the Modi Government from the very beginning of these steps of bringing these black Acts from the stage of issuing Ordinances and passing them by violating all the democratic norms. The Party had requested the Hon’ble President not to sign these bills, but the pleadings were not acceded to by the Hon’ble President. She said that the MSP is the dire need to save the farmers, labour and arhtias, but the BJP Government is deliberately going to steam role the APMS Act. She said that in Bihar the abolition of APMC has resulted in disastrous situation and the farmers have been reduced to labours and most of them are going to other States to work as farm-hands. Kumari Selja reiterated that the Congress Party will fully stand with the farmers and will continue to fight against the atrocities of the Modi Government. The PCC President said that the APMC was brought by Smt. Indira Gandhi refined by Shri Rajiv Gandhi and now Smt. Sonia Gandhi and Shri Rahul Gandhi are also advocating for bringing the whole country under the APMC system. She said that the Pradesh Congress will carry out all the directions of the Hon’ble Congress President Smt. Sonia Gandhi Ji and former Congress President Shri Rahul Gandhi Ji. She expressed confidence that with the able guidance of Shri Vivek Bansal the Pradesh Congress will achieve all the targets.

The meeting was also addressed by Smt. Kiran Chaudhary and Shri Varun Chaudhry, both MLAs, Capt. Ajay Singh Yadav, former Minister, Shri Virender Rathore, Secretary, AICC, Shri Sushil Indora, ex-M.P., Shri Subhash Batra, ex-Minister, Shri Anand Singh Dangi and Shri Banta Ram, both ex-MLAs, Sardar Tarlochan Singh, Party candidate in last Vidhan Sabha elections.

The meeting remembered Shaheed-E-Azam Bhagat Singh, whose birthday falls today.
