Govt is pressurising to give free admission under Rule 134A, Situation of conflict is being created between parents and schools: Haryana Progressive Schools Conference
Chandigarh. Suresh Chandra, Vice President, Haryana Progressive Schools Conference (HPSC) has said that the Haryana Government is pressurising the private schools across the state to give free admission under Rule 134A by ignoring the orders of the Hon’ble High Court despite being clarified in its orders stating that if the schools does not give admission under the rule, then no action can be taken against any school. He said that while issuing a letter by the Education Department, the parents are being misled in this regard and protesting outside the schools. These orders are creating situations of confrontation between the parents and the schools across the state.
While addressing a press conference at Chandigarh Press Club on Thursday, Chandra said that the case was filed in the Hon’ble High Court on behalf of HPSC wherein it was told that under Rule 134A, Govt is continuously making pressure for 10 percent students are given free admission but the reimbursement which is to be given under RTE is not being released to schools. Hon’ble High Court had already given orders to the government in 2014. Chandra said , however the next date for hearing the case in the Hon’ble High Court is 28 February 2022 but also mentioned in its orders that if the schools do not give admission to the children, no actions will not be taken.
Hon’ble High Court held that Reimbursement should be given on time and should be given under RTE. He clarified that even then, the officials of the Education Department are pressurising the schools to give admission by using the word ‘request’ or issuing letters suggesting ‘strict action’. On the basis of these letters, parents are approaching the schools and creating ruckus and situations of conflict for which the Govt and Education Department are responsible.
Government’s double attitude in the name of reimbursement
HPSC Treasurer Sumeet Verma said that the Haryana Government is not doing reimbursement under RTE to private schools who give free admission under Rule 134A. It is clearly mentioned in the RTE that the amount spent on a child studying in a Govt school should be reimbursed to private schools on a per student basis. He further said, at the same time, Govt employee whose salary is about Rs. 80,000 per month is given education allowance of Rs 1125 while only Rs 300 as reimbursement to the schools which provide free education to the poor and teaching the primary and Rs 500 middle students whereas no reimbursement is being given to higher and senior secondary schools.
How Haryana Education Board can take CBSE children’s exam
HPSC State Vice-President Prashant Munjal said that while issuing a letter, Haryana Education Board, Bhiwani said that in the year 2021-22, all the private and government schools across the state will take the board exam of the students studying in class VIII. He said that the students under the aegis of Haryana Education Board, Bhiwani CBSE and other boards would also have to appear for the examinations conducted by the Haryana Board. He said, in this regard, Hon’ble Education Minister Kanwarpal Gujjar had issued a statement making it clear that the idea of forming the eighth board has been withdrawn, but now it has been learned that this process has been started again, which is wrong. How can a child studying in CBSE or any other board appear in the examination conducted by the Haryana Board. He said that if the government tries to impose this decision on the schools having contracts with CBSE and other boards, then the honorable court will be resorted to this matter.
Pluzmoney being sought in the name of review of schools
HPSC’s Secretary Rajeev Kumar said that the Haryana Government is pressurising the schools which are more than 10 years old to review the recognition of schools by filling Form 02. He said that after filling the form, the schools would be inspected again. He said that not only this, in the name of review, the Haryana Govt has asked the schools to deposit three months’ salary as pluzmoney. Rajiv Kumar demands that first form 02 should be made online and should be reviewed on the basis of self declaration given by the schools. At the same time, the three-month pluzmoney policy being sought from schools should be removed because if the schools give pluzmoney, then its financial burden will be levied on parents. Contrary to that schools and parents are already battling with financial constraints due to global pandemic of Covid 19
During the occasion, HPSC Panchkula Jivtesh Garg, Saurabh Kapoor and many other members also laid down the deliverables on this ongoing crisis.
