Onthe directions of Appropriate Authority (PCP&DT)-Cum-Director Health and Family Welfare, Chandigarh Administration constituted a team comprising of officials Dr. Vandana Mohan Distt. Family Welfare Officer GMSH, Sector-16, Mr. Sunil Kumar Chaudhary, Drugs Control Officer, U.T, Chandigarh, Mr. Jasbir Singh, Drugs Control Officer, U.T, Chandigarh, Dr. Rajni Chaudhary, Consultant, CEA, GMSH-16, Chandigarh, Mr. Pawanjeet Singh, MPHW, GMSH-16, Chandigarh to investigate the matter related to illegal abortion of a lady.
She was admitted in GMSH-16, Chandigarh on 01.05.2022 for Septic abortion & further refer to PGIMER, Chandigarh. on the investigation the husband of the patient disclosed that the abortion was conducted in a clinic situated in Panchkula on dated 26.04.2022 and 27.04.2022.
The Chandigarh team contacted to the officials of Health Department Haryana as the clinic is situated in Haryana State Jurisdiction & then the Chandigarh team along with officials of Health Department, Haryana comprising of officials Dr. Sneh Singh, Dy. Civil Surgeon, Family Welfare Department O/o Civil Surgeon, Panchkula, Dr. Lalita Bhagat SMO, Urban Health Centre, Sector-16, Panchkula and Dr. Vikas Gupta, Nodal Officer PC P&DT, Panchkula visited the premises of one NGO at about 1:30Pm at Panchkula.
They searched the premises and observed that a Gynaecology/Enema/Sherodhara/Massage table, an open Indian style toilet just adjoining to the table and huge stock of allopathic drugs including injectables, were stocked in an iron almirah and used Examination gloves at the washbasin.
The lady present there stated that she is Diploma in Naturopathy and her husband is a GAMS registered Medical Practitioner and he is presently practising in Panchkula and he off and on visiting this NGO to treat the patients on call and these allopathic and Ayurvedic drugs belongs to them and she is not aware about the drugs stocked in the NGO office and also she is not aware about the patient treated by her husband. She further disclosed that her husband is out of station at Gurugram for his family commitments.
The Dy. Civil Surgeon, Family Welfare Department O/o Civil Surgeon, Panchkula lodge a FIR under section 3, 4 & 5 of MTP Act, 18A, 18(c) of the Drugs and Cosmetics Act 1940, Rule 1945, IPC 420, 15(2) & 15(3) of Indian Medical Council Act 1956, 312 & 315 of IPC against the accused persons.
