Hon’ble Administrator appealed to the landlords of small residential houses to voluntarily reduce the house rents for the lockdown period, in order to give relief to the tenants who have lost their income and prevent their migration.

Hon’ble Governor of Punjab and Administrator, UT Chandigarh, Sh. VP Singh Badnore today presided over War Room meeting. The meeting was attended by Sh. Manoj Parida, Adviser to the Administrator, Sh. Arun Kumar Gupta, Principal Secretary Home & Sh. Sanjay Baniwal, Director General of Police at Punjab Raj Bhawan. Sh. KK Yadav, Commissioner, Municipal Corporation, Sh. Mandip Singh Brar, Deputy Commissioner, UT, Sh. Yashpal Garg, CEO, Chandigarh Housing Board, Sh. SS Gill, Secretary Education, Sh. Vinod P. Kavle, Secretary IT, Sh. Uma Shankar Gupta, Director Transport and Deputy Commissioners of Mohali & Panchkula, Director, PGIMER, Director Principal, GMCH-32 & Director Health Services, GMSH-16 attended through Video Conferencing.

WAR ROOM DIRECTIONS

1. Dr. Jagat Ram, Director PGIMER stated that they have 368 covid cases in PGIMER, out of which 95 belong to Chandigarh, 140 to Punjab, 62 to Haryana, 27 to Himachal Pradesh & 44 from other states. He also mentioned that they have tested 8,610 covid samples, out of which 2,076 were found positive and the overall positivity rate found to be 24%. Dr. GD Puri of PGIMER mentioned that PGIMER is getting most of the patients in critical condition, since the patients are referred to PGIMER after initial treatment in various district hospitals in the neighbouring states. He mentioned that 80% of the patients in ICU are on ventilators. He stated that this could be due to administration of steroids from early stage, which is avoidable.

Dr. Jasbinder Kaur, Director Principal, GMCH-32 stated that they have tested 4,641covid samples, out of which 520 were found positive. Thus, the positivity rate was 11.2%. She has also stated that they have 426 covid patients with them. She thanked the PGIMER for lending 10 bipap machines. She also mentioned that all the ICU beds in GMCH-32 are full.

Dr. Amandeep Kang, Director Health Services stated that they have tested 23,957 covid samples, out of which 5,160 were found positive. Thus, the positivity rate was 21.5%. She also mentioned that doubling rate has increased to 60 days. She also mentioned that additional vaccines have been received for administering to eligible beneficiaries in both above 18 and 45 categories.

2. Deputy Commissioner, Panchkula stated that they have 2,414 active cases, Deputy Commissioner, Mohali stated that they have 8,717 active cases and Deputy Commissioner, UT, Chandigarh stated that they have 7,644 active cases.

3. After detailed discussions, the following decisions were taken by the Hon’ble Governor of Punjab and Administrator, UT, Chandigarh :-

 Following extensive discussions in various forums and with medical experts, it was decided that the restrictions already imposed under corona curfew should remain in force for another week i.e, upto 05:00 AM on 25th May 2021, so that gain of plateauing of case load due to lockdown is not lost.

 Deputy Commissioner, Chandigarh will meet the representatives of various Traders, Market Associations and Industry Associations to solicit their views and suggestions regarding relief that could be provided to them due to loss suffered in the shut-down. Hon’ble Administrator appealed to the landlords of small residential houses to voluntarily reduce the house rents for the lockdown period, in order to give relief to the tenants who have lost their income and prevent their migration.

 Since there were complaints against private hospitals over-charging covid patients, the Hon’ble Administrator directed that Health Department should again notify the approved rates for covid treatment. It will be given in the media and also published prominently on the notice boards of the concerned hospital.

 Hon’ble Administrator expressed his happiness about oxygen audit conducted in all medical institutions. He also directed that oxygen plants functioning at GMCH-32 and GMSH-16 should be specially checked, so that there is no over-use, nor any mishap of any kind.

 Keeping in view the additional availability of vaccines for 18 and above category, it was decided to increase the number of vaccines and venues and also to administer 2,000 doses every day to the eligible beneficiaries, who have registered themselves on CoWIN Portal.

 Hon’ble Administrator thanked the Army Authorities, NGOs and various Charitable Institutions, who have come forward to set up Mini-Covid Care Centres. He also appealed to other organizations to come forward to set up such facility/provision for oxygen. This will reduce the pressure on government hospitals. Such public private partnership will go a long way in winning the battle against corona.
