MINUTES OF THE MEETING HELD ON 11/05/2021 AT 12:00 NOON IN PUNJAB RAJ BHAWAN UNDER THE CHAIRMANSHIP OF GOVERNOR PUNJAB & ADMINISTRATOR UT CHANDIGARH TO DISCUSS UNIFORM ANTI-CORONA MEASURES IN TRI-CITY

In due compliance of Hon’ble High Court’s order dated 04/05/2021 in CRWP No.242 of 2021, a meeting was convened by the Governor Punjab & Administrator UT Chandigarh in Punjab Raj Bhawan to discuss the above subject. The following attended the meeting :-

2.Advisor to the Administrator, UT
3.Chief Secretary, Punjab
4.Senior Standing Counsel, UT, Chandigarh

At the outset, the Senior Standing Counsel explained the directions passed by Hon’ble High Court of Punjab and Haryana vide order dated 04/05/2021.
In his opening remarks the Governor Punjab & Administrator, UT stated that there is already a well-established mechanism for coordination of administration in the tri-city, functioning for a long time, even before the pandemic. In order to effectively tackle the pandemic, War Room meetings are being held regularly under the Administrator, wherein senior officers of UT Administration, senior doctors of all three medical institutions including PGIMER and the Deputy Commissioners of Chandigarh, Mohali and Panchkula participate in Video Conferences. Decisions are taken after consultation, exchange of information and ideas and communicated to all concerned promptly.
Hon’ble Governor Punjab & Administrator UT mentioned that as a premier national institution PGIMER, Chandigarh has been serving the critical medical needs of not only Chandigarh residents but also of several States like Punjab, Haryana, Himachal Pradesh, J&K, Ladakh and Uttarakhand etc. By establishing a regular coordination mechanism with PGIMER, it has been ensured that there is no shortage of medicines like remdesivir, oxygen etc. Senior PGIMER doctors are also regularly guiding the medical teams in other Government hospitals in Chandigarh and Punjab in the treatment of covid patients.
Hon’ble Governor & Administrator Chandigarh mentioned that he is regular contact with the Chief Ministers of Punjab, Haryana and Himachal Pradesh that ensures a lot of synergy in coordinated tackling of covid in this whole region.
The Chief Secretaries of Haryana and Punjab and Advisor Chandigarh concurred with the observations of Hon’ble Governor and Administrator and reiterated their commitment to continue the coordinated functioning and support for each other in the tricity, in all matters concerning the tackling of the pandemic.

After detailed discussions, it was decided that in addition to above War Room meetings a Committee comprising Deputy Commissioners of Chandigarh, Panchkula and Mohali will meet twice a week online to ensure effective coordination in all covid related matters such as lockdown restrictions, hospital management, supply management, vaccinations etc.

It was also decided that Director Health Services of Mohali, Panchkula and Chandigarh will also meet twice a week over Video Conference to decide uniform and coordinated approach in medical treatment of covid patients, under the guidance and consultation of PGIMER.

It was also decided that in case of emergencies anywhere in the tricity, the concerned authorities will provide oxygen, medicines, medical equipments like ventilators etc. to each other to avoid any untoward incident.

It was also decided to request Hon’ble High Court for a separate quota of 5 MT of liquid oxygen exclusively for PGIMER.
