Nodal Officer for managing medical oxygen supply in UT, Chandigarh.

The undersigned has been appointed Nodal Officer for managing medical oxygen supply in UT, Chandigarh. The Ministry of Health and Family Welfare, Government of India has fixed the daily quota of 20 MT of Medical Oxygen for UT, Chandigarh. This medical oxygen is being utilized for Government Multi Specialty Hospital (GMSH-16), Government Medical College and Hospital (GMCH-32) and the COVID Hospital, Sector 48, Chandigarh. Further recently three Oxygen generation plants have been commissioned with following capacity:

Apart from the above, there is requirement of Medical Oxygen for the Private Health Care System in the Chandigarh. The requirement of Oxygen for PGIMER is met out from separate quota. Here it is clarified that there is no shortage of Medical Oxygen.

To ensure regular and un-interrupted supply of Oxygen to both Government and Private Health Care System in the Chandigarh it has been decided that:
1. Sufficient quantity of Medical Oxygen, out of the 20 MT Quota of UT, will be provided to the Private Vendor for the purpose of re-filling Cylinders.
2. Presently some quantity of Medical Quota is being provided to M/s Anaesthetic Gases Private Limited (M/s AGPL), SCO No.841-842, Second Floor, Sector 22-A, Chandigarh (Phone No. 0172-27002553) (E-mail: agplho22@gmail.com).
3. M/s AGPL is the approved supplier for GMCH-32 and Hospital at Sector-48 for re-filling of Cylinders with Medical Oxygen and other related items. Now it is also supplying the same to GMSH-16 on the same rates.
4. M/S AGPL will continue to cater to the need of GMCH-32, GMSH-16 and COVID Hospital, Sector 48 by refilling their cylinders as per the approved rates in accordance with the agreement/arrangements with these institutions.
5. M/S AGPL will also cater to the need of all the Private Health Care System and will ensure un-interrupted supply of Medical Oxygen. The re-filling and other items will be provided on the same rates which has been approved for the GMCH-32. Hence M/s AGPL will NOT charge higher from the Private Health Care System. A copy of the approved rate list of GMCH-32 is enclosed.
6. In case any of Private Health Care Institute is having any issue about supply of oxygen gas then they may contact Dr. Manjit Singh, Medical Officer GMSH-16. His mobile No. is 9463488086. Further, a WhatsApp group has also been created for better coordination of oxygen supply. If any of the institution has not yet included in the group, then it may contact Dr. Manjit Singh.
7. M/s AGPL has informed that some of the Private Health Care Institutes are delaying its payments. In this regard, it is clarified that it is the responsibility of the private institute to make immediate payment to M/s AGPL to avoid any disruption in the supply of the oxygen.
8. The Private Health Care Institutes may also ensure following:
a. M/s AGPL will not accept any Industrial Cylinder for refilling with medical oxygen. The Cylinders which are prescribed for medical oxygen gas should only be used for this purpose.
b. The cylinders should be hydraulically tested as per the prescribed guidelines/standards to avoid any mishap during the process of refilling and transportation.
c. There should be adequate number of empty cylinders to have better rotation of refilling.

Efforts are being made to include few more private Vendors to supply Medical Oxygen in Cylinders for which the Liquid Oxygen may be provided by the UT Chandigarh from its quota. Most probably two/three more private Vendors will be included by tomorrow for refilling of Cylinders with medical oxygen.
