Extention of preventive Health care of workers through ESIC

In view of sudden massive surge of 2nd wave of covid-19 in the
country and venerablity of workers, BMS has already undertaken health
awareness campaign among workers in particular and common people in
general. We have hold a review meeting of our all ESIC members and members
of regional boards of all states on 22nd May 2021 to review the situation of
Preventive health care services to IP`s and there family. Reporting was very
much disappointing in respect of vaccination, admission to covid designated
ESIC Hospital and treatment of IP`s in ESIC dispensaries in most of the region of
ESIC during such a pendemic period
We, therefore, request you to kindly intervene in the matter
immediately for redressal of the following issues-
1: At hospital and dispensaries level instructions /orders of higher authorities
are not being implemented for delivery of medical services to more than 14 Cr.
beneficiaries which required immediate attention.
2: ESIC hospitals dedicated for covid for general public but IP`s, their family
members and pensioners are not attended at all. As such all such Hospital
should have reserve at least 50% seat for IP`s with oxygen, ventilator and other
medicine.
3: ESIC hospital dedicated as covid hospital is controlled by respective District
Magistrate and ESIC authorities are denying medical services to IP`s. Hence,
please take up this issue with Home ministry to avoid dual administration and
undue interference in ESIC functioning.
4: Most of the ESIC hospital and dispensaries has no vaccination facility till
date. Immediate vaccination facility should be provided to all hospital and
dispensaries with adequate number of vaccine and nursing staff.

5: Due to dual control of ESIC hospital and dispensaries by state Govt. and
central Govt., bonafied IP`s and workers are denied their rights. Matter should
be taken up with Home and Health Ministry to issue suitable advisory to state
Govt. immediately.
6: All hospital and state dispensaries should be controlled and supervised by
ESIC directly.
7: A nodal officer under your ministry should be designated to monitor the
implementation and delivery of Preventive Health Care services to IP`s
In view of above serous and urgent issues of ESIC
administration, we request to you to kindly look into the matter and take
necessary actions.
