1. The Chandigarh Housing Board is going to sale its 109 Built-Up Residential Units on Free-Hold basis through E-Tender. The decision for going with e-Tender process instead of e-Auction process has been taken in view of following:
(a)In e-Auction, the EMD for participation cannot be paid online on the NIC platform. The prospective bidder deposits the same in CHB account and submits/upload a proof of the same. Then the payment is confirmed and approved by the officers of CHB before allowing to participate in the e-auction process. Hence number of bidders for particular property and their identity is not fully confidential.
However, in e-Tender, EMD for participation in the tendering process can be paid online on the NIC platform. There is no need of any approval from the officers of CHB and hence there is complete secrecy about number of bidders and their identity.
(b)In e-Auction, the prospective bidders are required to register themselves within a particular period and can participate in the e-auction process after their registration is approved by the officers of CHB. Once the prescribed period is over and approval is given by the CHB officer, the e-auction takes place between these approved bidders only and there cannot be any new entrant to participate in the e-Auction.
However, in e-Tender, any person can participate in the tendering process any time before closure of the bidding process. Hence there can be new entrants, at any stage, till closure of the bidding.
(c)In e-Auction, bidding process for the particular property takes place within the approved bidders and bid of one bidder is visible to other bidders with an option to offer better bid.
However, in e-Tender, no one is aware about the offered bids. The number of bids and its amount can be ascertained only at the closure of the bidding process. Since one bidder is not aware about bid offered by other bidder, he/she is required to offer the best bid for being the highest. Even a single bid may be quite high from the reserve price while in case of e-Auction, the bidder would have offered just above the reserve price. Hence there is every possibility of getting better offers even with lesser responses.
(d)The possibility of cartelizing and other mischiefs cannot be ruled out in the e-Auction process on the existing NIC platform. The Excise Department of UT Administration is successfully using the e-Tender process for allotment of liquor vends across the entire city in highly fair & transparent manner.
2. The salient features of the e-Tender process are as under:
(a)The E-Tender process is open to all the citizens of India as well as NRIs/PIOs above 18 years of age. The persons already having any property (Residential or Commercial) can also participate in the e-Tender.
(b)The e-Tenders shall be invited separately for each Built-up Dwelling Unit The e-bid must be above the reserve price and the Built-up Dwelling Unit shall be allotted to the highest bidder. The bidders can revise their e-bids, any number of times, till closure of the bid submission.
(c)The dwelling unit can be further sold, alienated, transferred etc. after the execution of Conveyance Deed with the CHB, as per law and as per the transfer policies of CHB applicable to Freehold properties. There shall be no restriction on the transfer of the dwelling unit purchased by way of Tender on Freehold basis.
(d)A valid e-mail id, mobile number and digital signature are the basic requirements to participate in the e-Tender process.
(e)EMD of Rs. 2,00,000/- for each dwelling unit is to be submitted online through e-tendering portal i.e. https://etenders.chd.nic.in. Bidders can submit their bid only after depositing online EMD. (f)The payments may be deposited by bank to bank transfer using SBI MOPS or RTGS/ NEFT transfer through https://etenders.chd.nic.in portal. In case of unsuccessful e-bids, the EMD shall be refunded online to the bidders’ account.
(g)E-tenders will be available at https://etenders.chd.nic.in on 01.04.2021 at 10:00 AM onwards and the bidders may immediately start to submit their bids. In order to submit e-bids, every prospective bidder is required to get himself/herself registered at https://etenders.chd.nic.in. All willing participants may visit the official website www.chbonline.in for information/ to know the procedure.

3.Specific details like unit number, location and reserve price of each of the unit is available on the website of the CHB www.chbonline.in. Stickers have been pasted at each of the dwelling unit and these can be inspected on all the Saturdays of April 2021 between 10.00 AM to 05.00 PM.
