Releases the Software Application and Instruction Manualsfor the surveys

Hon’ble Union Minister of State (IndependentCharge) for Labour & Employment, Shri Santosh Kumar Gangwarlaunched thetrainers’ training programme for the five All India Surveys being conductedby Labour Bureau,in Chandigarh today. He also released the Instruction Manuals & Questionnaires for the surveys and the software application.Shri ApurvaChandra, Secretary, Labour & Employment, Shri D.P.S. Negi, Senior Labour &Employment Advisor and Director General, Labour Bureau and other dignitaries were also be present at the event.
Addressing the gathering, Shri Gangwar mentioned that data on all aspects of labour is crucial to serveas inputs in policy making especially in times of the COVID-19 pandemic.The five All India surveys on migrant workers, domestic workers, employment generated by professionals as well as in the transport sector and quarterlyestablishment based employment survey have tremendous role to playat national level. They will provide data on the most effected labour marketparticipants, he added.The Union Minister alsolauded the efforts of Sh. ApurvaChandra, Secretary, L&E and Shri DPS Negi, Director General, LabourBureau for their steadfastness and exemplary role which have finallyculminated in the launch of five All India surveys.
Shri ApurvaChandrainformed that an ExpertGroup under the chairmanship and co-chairmanship of Dr. S. P.Mukherjee and Dr. Amitabh Kundu respectively along with leading economistsand statisticians guidedthe Labour Bureau for conductingthese surveys. He stressed that this isthe first time that the Bureau will collect data through greater use ofinformation technology. Thiswill enable it to meet the rapiddemands for data in the field of labour and employment, he added. He further pointed out that surveys will beconducted using AI based Technology intervention with Speech to Textfacility along with Geofencing Technology, Travel Schedule, MessageBroadcast functionalities inbuilt.
Shri D.P.S. Negi emphasized onthe use of Artificial Intelligence and Machine learning with data storagein cloud computers along with geo tagging to enhance the datacollection, assimilation and processing. He also stated that theseambitious surveys will provide a comprehensive picture of theemployment scenario in the country thereby formulating sound NationalEmployment policy of the country.
The Bureau is launching All India Quarterly Establishment BasedEmployment Survey to assess the employment situation inestablishments with more than 10 workers and also less than 10workers.The five surveys will fill the huge data gap that exists on theemployment numbers in the unorganized sector.
