Panchkula July 6-  The former Haryana Deputy Chief Minister Mr Chander Mohan today met the Local Bodies Minister Mr Anil Vij with a deligation and submitted a charter of demands of panchkula district of Local Bodies, health and police departments.Mr vij assured the deligation that needful would be done immediately.           Mr Chander Mohan urged the minister that  to avoid  the harassment of the people of Panchkula,  all Municipal Corporation offices  should be located in a single building so that the time and energy could be saved. He said that at present the offices of Municipal Corporation were located in three separate sectors. He said that when the  Municipal Corporation Panchkula was set up a number of  villages had been included in the vicinity of MC ,but no facilities were provided to them as yet and they to face the lack basic facilities in comparison to Urban sectors of city . He demanded that a special budget provision be made and special financial assistance to be provided to upgrade basic facilities in these villages including laying of sewerage lines, water supply lines and street lighting system and sanitation under Amrut Project  so that their development could be brought at par with the  urban sectors of Panchkula.                    Mr Chander Mohan urged the minister  that till all the facilities were not made available in Villages , No House Tax should be levied upon them as the  residents of villages included in the Municipal corporation had to  face daily problem in getting NOC’s for registration of sale deeds of their agriculture land due to various instructions issued by Director ULB to Municipal Authorities of Panchkula as the MC Authorities have no complete record of land holdings of the villages and thus required NOC was not being  issued to the residents of villages and they had to face great difficulties. He suggested Mr Vij  that for the time being  the requirement of such NOC should be done away. He also demanded that for the
Area Councillors fund should be allocated under Area Development Fund on the pattern of Chandigarh preferably Rs 50 lakh  per ward per year so that they can utilise this fund to carry out  developmental works in their wards. Apart from this, a provision should be made to provide pretty grants to the Municipal Councillors on the pattern of the member of Legislative Assembly.            The  condition of basic facilities in the colonies was very  pitiable and the same should be upgraded and urged him to get complete the
construction of Railway overbridge connecting Sector 19 of Panchkula with other sectors of the City immediately to avoid the inconvenience to the people.             While referring to  the demand of health department,Mr Chander Mohan demanded that Medical  a University Medical College to be  established at Panchkula as was a long standing demand of the people of Panchkula . The government had formulated a plan to set up an Ayurveda Institution for the city instead of Medical University.  He apprised Mr Vij that  the city had only
one hospital which was not sufficient to cater the needs of the people of to the entire city . Apart from this, the city had no  proper government aided medical facility, baring the civil hospital in sector 6 and all critical and serious cases of injury and trauma were  still being referred to PGI and GMCH 32 Chandigarh. He also urged to depute  the trained staff as well as the expertise of super specialised doctors needed to treat serious and critical patients. He urged the minister to upgrade the Sector -26 Policlinic into a 100 bed hospital.

He mentioned that a                long pending demand of Residents of Sector 15 Panchkula was for opening of a Dispensary in their Sector because the population of the Sector was more than 20,000 and the residents and specifically senior citizens have to go to other sectors for medical care .so it is requested that dispensary be opened in Sector 15 . Apart from this the dispensary of sector 12 be made operational immediately as of now building of the same is used by Ayush department due to that residents had been deprived of  medical facilities.        Mr Chander Mohan asked the minister that the primary health centre of Kot be upgraded to a hospital of 50 beaded as it would cater the needs of the  people.                  While referring the demands of home department,  Mr Chander Mohan  pointed out that the police force was not adequate in the district to cope with the situation as the frequently moment of the VVIP,s in the district the maximum  available police staff remains on security duty . It was pertinent to increase the police force equiped with latest machineries and vehicles to meet any eventuality.

He apprised the minister That at present only one  police post was exist for the sectors three and four in the city and the residents had to face problems for redressal of their grievances and it was the need of the hours to increase  number of police posts  and each sectors it would increase the amberella of security, besides providing jobs to the needy youth.

Mr  Chander Mohan maintained that the police force in Panchkula was highly under staffed as compared to the work load pressure and complexity in handling law and order in a apt manner.Similarly for investigating crime and enormous pace, manpower growth had not been commensurate. Apart from this, the strength of females staff women police stations to deal with the peculiar situation as a woman police stations have male station House’ officers.                              He urged the home minister that it was the need of the hours to pay special attention towards the salary  and perks  for Home Guard jawans by hiking the salary so that they could perform their duties with more devotion and dedication . Apart from this the copes should be put on duty on night patrolling on the pattern of Chandigarh it would still a sense of confidence among the people of  Panchkula.
Chader Mohan asked the home minister that on each and every roundabout of the city a Gypsy equipped with staff be provided on the pattern of Chandigarh as it would boost security system of Panchkula , similarly the complainants should be registered online as it would save the time and  harassment especially of the senior citizens.
Mr Chander Mohan urged Mr Vij to streamline the police system a full fledged Police station to be set up at Barwala instead of police post because it would had to  cater the needs of over 50 surrounding villages . Apart from this, a specific dedicated traffic police wing to be set up in Panchkula city on the pattern of Chandigarh to regulate traffic in Panchkula city.
